It's not totally unreasonable in a Mac environment, but it's entirely
proposterous in Unix.  Why?  Very rarely do you find a window manager
that isn't capable of focus-follows-mouse and auto-raise.  Plus, even
in Windows and MacOS, in The GIMP, this assumption is bogus, since the
GIMP was designed to be as light as possible on screen real estate (as
opposed to photoshop wich is considerably less useful unless
maximized).  As soon as you switch to the main window, you're no
longer looking at any of the images you may have open as far as the
window manager's concerned.

I've noticed Gnome, and especially KDE, to be *far* more consistant
than Windows could dream to be when it comes to UI, this is a strawman.
