Thanks to all who replied to my question about getting diald to work on Debian. I ended up removing diald and using pppd's built-in dial on demand. This is fairly simple to set up: run pppconfig, select "Advanced", and enable automatic dial-outs. To get ppp running on boot, I renamed /etc/ppp/no_ppp_on_boot to /etc/ppp/ppp_on_boot.
