It's not really an xwd->jpeg conversion, import saves directly to JPEG
(and other formats), but ImageMagick also includes command-line tools
to convert and otherwise manipulate graphics. Rather than pasting the
man page for import in here I'll point you at the ImageMagick web site's
documentation. It's newer than the version I have handy right now
anyway, I have an old version on my main machine (not running Debian).

According to the package search on debian.org you'll need to install the
libmagick5 and imagemagick packages.
