A package must be in the available file in order not to be marked as
obsolete. The easiest way to do this is to have it in a repository
listed in /etc/apt/sources.list.

dpkg-scanpackages or apt-ftparchive. Take your pick.

You confused me for a while: there are packages that depend on
"zendapi-20020429", not "zendapi_20020429". Punctuation is generally
significant.
There is no real package called zendapi-20020429. It is a virtual
package provided by both php4 and php4-cgi. Install whichever of those
is appropriate to your needs.
