In Debian, X-servers by default don't accept remote connections (they're
started with the "-nolisten tcp" option).  You'll have to remove this
option yourself.  Which file you'll have to modify depends on the way
you start X: if you use a display manager, it's somewhere in
/etc/X11/[xkg]dm/, else it's /etc/X11/xinit/xserverrc.
