Well, I've always used the testing version (in the past woody, now
sarge). But a normal upgrade wasn't always sufficient (I don't know
why).

Anyway, even apt-get upgrade -s says:

The following packages have been kept back
  gnome-terminal 
0 packages upgraded, 0 newly installed, 0 to remove and 1  not upgraded.
