Short answer: more. The non-US software is hosted outside the US so that
it can be downloaded elsewhere. Certain software is not allowed to be
exported from the US, so it can't be hosted on US servers and downloaded
by users outside the US. non-US servers get around that problem, but do
not ensure that your local laws allow the import of whatever software
you may want to download. Make sure you're okay (or move) before you
become an enemy of the state.
