Let me see if I have this straight...

  ntpdate ntp.apple.com  FAILS... ?

  ntpdate 17.254.0.26    FAILS... ?

  ntpdate -d -v -B ntp.apple.com  WORKS... ?

Yes !

You can try with -q option as well.

I am suspecting a privilege error somewhere
