I found that with my (previous) dial-in provider it would often take a
while for their side to start the PPP stuff.  In the HOWTO it says
that a "~" is the first byte of PPP stuff sent back.  I made the last
thing in my chat script expect "~" and send nothing, that way the
other side is always ready when pppd tries to do the PPP stuff.
Perhaps that is your problem also?
