It looks like the IP address is already in use. Does your provider give
you a static IP? If so, someone else is using it at the same time when you
try to connect. Sometimes the 'other' user is offline, so the IP is free
a can be assigned to you. So, are you sure you are the only one using this
dail-in account?

If your ISP assigns dynamic IP addresses, it is possible that it is
overcrowded at some times. For example, if your provider has 100 IP's
available and 100 people are connected, there is no free IP for you, the
101th user.
