mutt isn't supposed to -- it defers the delivering responsibility to
your MTA.  ssmtp is so simplistic (with good reason!) that it doesn't
either.  I recommend using a full-blown MTA such as exim for that.
mutt will hand off the message to exim when you say "send".  exim will
find that there is no network connection and hold on to the message
until there is a connection, then deliver it.  The other core
advantage to using a full-blown MTA on a unix system is the ability to
deliver local messages (eg cron wants to mail you the error message
from your cronjob).  ssmtp is very well suited for other systems such
as cygwin.
