I cable ISP I work for uses both. The modem's MAC to identify the user
as one of our customers, and the NIC's MAC to make sure the customer is
only connecting one computer at a time.
If either one of those numbers doens't match the ones in our database
the user is givven an internal IP and will be redirected to a special
page from where he can register his new equipment.
