It doesn't have anything to do with a law, it's just another reason why
they feel you shouldn't use foul language. It says "Do not use foul
language". The part about packet radio and illegal is for the sake of
people who use packet radio. They'd get in trouble (??) for broadcasting
it (??).

What does 'transmitting linux kernel sources' have to do with this ?? I
think that would be in violation of this rule:

    Never send your messages in HTML; use plain text instead. Avoid
    large attachments.

Of course, that says 'avoid', not that they aren't allowed.
