That's strange that it doesn't work on both.  I get that error when my script 
fails (for whatever reason) to output any kind of header.

You might try a variation, like:

#!/usr/bin/perl

use CGI;

my $q = new CGI;

print $q->header();
print "test!"

And see if you get anything.
