OK, I've seen at least 3 posts so far and don't recall seeing which
version of X you are working with. So dumb ole me didn't want to ask
but now I have to. Which version?
Why did I ask?
1. Well ServerLayout is an X 4.0x section and I don't see it in an old
X 3.x Xf86Config.
2. The Monitor section you show has modelines;
Modeline "640x480" 36.00 640 696 752 832 480 481 484 509 -hsync -vsync
that look like X 3.x modelines. I had to change them to the X4.x
format to get them to work for my X 4.0 installation.
So not being a rocket scientist or crystal ball reader, I just
can't offer any logical suggestions. I see many things I in your config
that don't look right, for 1 version of X or the other.
I suggest you let us know what version you are running or consult
a psychic
