Suggest you look again.  Virtually all ISPs provide, at a minimum,
instructions for establishing a PPP connection.  Often these are geared
toward specific GUI tools, but you can usually glean the required
information:

  - Access number(s)
  - UserID format
  - Password format
  - DNS
  - Authentication protocol.

...if anything's changed recently, your ISP is the best source of
information.  If your ISP doesn't support GNU/Linux, consider switching
to one which does.
