The root of the filesystem on /dev/hda7 probably has the wrong
permissions. Mount it and 'chmod 1777 /tmp' (that'll give drwxrwxrwt).
Note that the permissions on the mount point before you mount
/dev/hda7's partition on top of it are not the same as the permissions
afterwards.
By the way, you don't need to reboot; all you need to do is type 'mount
/tmp'. 'umount /tmp' (umount, not unmount) will unmount that partition
again.
