Yes, it prevents apt from working!  I can't add any new software or remove any 
software.  Or anything else that apt likes to do.

What causes this?  I've read the apt-get (8) manpage, the dpkg (8) manpage and 
the Apt User's Guide.  I've still no idea about this one.  Any pointers?
