The current version does 'demand' without a fixed IP. Just give it a pair
of dummy addresses and also ipcp-accept-local and ipcp-accept-remote. What
it does not do is filtering, though there is a kernel patch for that
around.
I'm hoping to get support for 'demand' into pppconfig before the freeze.
