idea's?

I have two debian 2.0 boxes that have Spellcaster ISDN cards
installed. These machines are using CIPE to provide a encrypted link to
each-other across the internet. Currently the boxes are both online 24/7
and I've just been informed that if the remote box remains online full
time they will be billed $700 a month! Both machines do IPMasq for a lan.
I'm in need of some software to do the following.

If traffic is destined for 0.0.0.0 then issues the command
'/sbin/bdial <isp> <phone>' and when there is no traffic going over the
link for X amount of time run '/sbin/bkill <isp>'. If traffic is destined
for 192.168.1.X (the other side of the encrypted link) run a script to
call the other box directly, send traffic out to 0.0.0.0 (to bring it on
the internet) hang up, and dial the internet.

Did that make sense? I could try and be more clear once I have
another cup of coffee or so. AFAIK diald can only monitor one network,
am I correct? Also the spellcaster cards do not use pppd, but their own
network device and driver and I believe that diald only works with ppp
devices. Any suggestions?
