I've noticed that samba is prone to causing dialouts. According to a
cursory glance at the problem, samba binds to all available interfaces,
and broadcasts regularly to announce its workgroups and stuff like that.
Those broadcasts may be causing it.
Alternatively, Win95 pc's also do similar broadcasts, which is a problem
when using masquerading in combination with an isdn card in autodial
mode...
In both cases, ipfwadm can be your friend :-)
