exactly ... and if you are trying to figure out which of your installed
packages
owns a certain file just do a "dpkg -S FILENAME"

For instance dpkg -s time.h yelds:
bob@localhost > dpkg -S time.h
kernel-source-2.0.34:
/usr/src/kernel-source-2.0.34/include/linux/utime.h
libc6-dev: /usr/include/linux/time.h
libc6-dev: /usr/include/time.h
libc6-dev: /usr/include/sys/time.h
libc6-dev: /usr/include/linux/utime.h
libc6-dev: /usr/include/utime.h
time: /usr/doc/time/time.html
kernel-source-2.0.34: /usr/src/kernel-source-2.0.34/include/linux/time.h
