To find where a file is in the distribution, just download the Contents-i386.gz
file from the top of the distribution's tree on the ftp archive and search it
with zgrep. For example, using the file from
ftp://ftp.debian.org/debian/dists/hamm/Contents-i386.gz,
$ zgrep varargs.h Contents-i386.gz

Of course, if you use a different architecture, you should substitute that
for i386.
