using make config

Hi,
I'm trying to make my linux machinewh  which has two ne2000 cards in i
have
ip forwarding. I tried this at the prompt

root@noether:/usr/src/linux# ls
include
root@noether:/usr/src/linux# make config
make: *** No rule to make target `config'.  Stop.

My question is what do I need to do to be able to use make config instaed
of using all the other commands like ipfw and ipfwadm. 
I am using debian.

Any help? Please!
