I would try
mail -v paul
to see what smail exactly does.
When there is no .procmailrc file, procmail should do the delivery as
usual (i.e. everything to /var/spool/mail). You can test your .procmailrc
rules separately by doing something like
cat mbox | formail -s procmail
see the log file for details.
