Not the fontmanager.  From the K^ in the lower left of the panel:

Settings->Desktop->Fonts ect.

I've got "General font" set to "helvetica", 12 pt,  iso-8859-1
and "Fixed font" set to "fixed", 10 pt,  iso-8859-1.
