Email bug reports to submit@bugs.debian.org.  You really should use the
bug package (containing the bug program!) to do this, since it will report
the version and state of dependencies automatically.  It will also make
sure that your report is compatible with the bug system's automatic
processing requirements.

However do check that the bug has not already been reported; it is very
annoying to receive duplicate bug reports, which have to be dealt with,
simply because users failed to check the bugs system before they posted.
Bear in mind also that new releases sometimes take time to make it into
the distribution, especially into frozen.
