That seems odd.  I thought that Linux would only set
tty00 and tty01 at bootup.

A stab in the dark, but try setserial -a /dev/ttyS1
setserial -a /dev/ttyS3 to see how they are configured.
Also make sure that you have the serial module loaded, or that serial
devices are compiled into the kernel.
