I have exactly the same problem (but with a RedHat-4.1 Linux, and a NE2000
clone pcmcia card).

I found that warm-rebooting solves it:

1. Cold boot (switch on). Beep followed by higher-pitched beep from
   pcmcia services. Card recognised as "Anonymous Memory Card".
   Wait for boot-up to complete.

2. Warm reboot (Ctrl-Alt-Del). Two high-pitched beeps.
   Card now recognised as ethernet card.

This works. Don't ask me why.

It's similar for a modem card which I have, except that it takes a
cold-boot plus TWO warm-reboots. Again, don't ask me why.

Once either card is properly recognised it works fine, including
hot-swapping a card for itself (i.e. take it out and put it back in); but
hot-swapping one card for the other doesn't work.
