Since rex and hamm are so "different", and since dpkg doesn't order
the packages right yet, I would suggest to "help" dpkg a little bit.
I would try upgrading by following the libc6 miniHOWTO.

I think this is normal. Probably the packages were half-installed and it
tried a second time.
