At boot time, specify the amount of memory you actually have.  I have
this in my /etc/lilo.conf:
# Linux - new kernel
image=/vmlinuz
  label=Linux2031-pre32
  append="mem=32m aic7xxx=ultra"
         ^^^^^^^^^    
  read-only
