In the changelog, I saw:

- [patch-0.76.ld.locales.1] changed date handling in _mutt_make_string() to
  use %{...} and %[...] as escapes to strftime() for UTC and local time,

So man strftime and:

       %b     The abbreviated month name according to the current
              locale.
