Just to add my two cents worth.. I had problems with the PCMCIA
setup for Debian 1.3 as well.  I had many dependency problems which
just wouldn't let me load up the modules.  I had to go and get
the kernel-source package and the pcmcia source packages and
recompile everything myself to get it working.  Hopefully the
maintainers will figure out what went wrong in the Debian 1.3
release and fix it in the future.
