In this case it looks like a case of flow-control not working.

Check if:
- -  crtscts is set in /etc/ppp/options or in the commandline arguments to 
           pppd
- -  the modem settings enable hardware flow control
- -  the cable connects enough lines to include the hardware flow control
   lines
