even simpler fix: create install-fmt-base as a script which just does
nothing.
cat > /usr/sbin/install-fmt-base
#!/bin/sh
^D
chmod +x /usr/sbin/install-fmt-base
dpkg --purge latex ...
rm /usr/sbin/install-fmt-base
