I have also tried to install Debian 1.2 onto a 486SLC2-66 with 4Mb Ram.
Sounds like a similiar problem. (4 Mb may not be enough ram to start install).
So I plugged my Hard drive into a 486dx66 with 16 Mb Ram.
Load all disk OK. Setup a 16 Mb swap file partition.
Plugged in back into the 486SLC2-66 4Mb ram and up it booted.
Works well although a bit slow with 4Mb Ram.
