development kernel

I have downloaded most of the development stuff that was on
ftp.microworld.net, and I expected to get the latest kernel (1.3.x). I
there a debian package for the 1.3.x kernels, or is it just download the
source from a sunsite mirror? Sorry if this is really basic, but I looked
through the FAQ and the docs that seemed appropriate, and I can't seem to
see anything mentioned.
