It doesn't work for me either because I don't have the file
isolatin1.sty. Where does your copy come from? Is it in a Debian
package? TeX problems which aren't Debian-specific have a wider forum
on usenet's comp.text.tex.
Do you realize that the "\documentstyle" command is obsolete and
forces a compatibility mode with the old dialect of LaTeX? The newer
(now standard) dialect has much better facilities for handling
international character sets.

The situation is more complicated than this. DVI files don't contain
characters, they contain references to certain character positions in
certain fonts. The mismatches you notice could be in a number of
places, and it's not clear which, from what you've said so far.
