You might be right. There was some discussion recently whether a
'un-debianisation' of the sources is/should be/will be provided. It is not
required. Some people do, some don't (I don't as I copied my debian.rules
from hello).

debian.rules for hello doesn't have a target for reverse patching.

I also forgot to tell you that you need the original hello package from the
GNU site prep.ai.mit.edu or one of its mirrors in order to create the diff
file for Debian.
