Não.

Todos os scripts de inicialização ficam no init.d, no rcS.d ficam os
links para os scripts relacionados estritamente a configuração da
máquina e hardware. Não tem nada equivaliente ao rc.local no Debian,
até porque os links tem que seguir o padrão SXXnome, onde XX é a ordem 
em que ele será executado.
