Das sollte nicht sein. In wheezy benötigt python-apt keins der beiden
Pakete, sondern libapt-inst1.5 (>= 0.8.11) und libapt-pkg4.12 (>=
0.8.16~exp9).

Wie kommt es denn dazu? Du solltest doch wheezy in der sources.list
haben. Wenn Du kein Pinning oder Default-Release aktiv hast, muss apt
wheezy bevorzugen. Schau man in /etc/apt/apt.conf.d/ und
/etc/apt/preferences.d/.
Generell: Release Notes lesen und befolgen. ;-)
