Well, currently it is not working anyway:

prints

DEBUG: texlive-latex-recommended in
DEBUG: texlive-fonts-recommended in
DEBUG: texlive-pictures in
DEBUG: texlive in
DEBUG: texlive-full in
DEBUG: texlive-common in
DEBUG: tetex-bin in
DEBUG: tetex-base in
DEBUG: tetex-extra in
so it seems that %Config is my-ed in tpm2debcommon...
