You mean ~/.texlive2007/texmf-config.  Additional input files should be
put into ~/texmf:

TEXMFHOME = $HOME/texmf
TEXMFVAR = $HOME/.texlive2007/texmf-var
TEXMFCONFIG = $HOME/.texlive2007/texmf-config

$ egrep '^TEXMFHOME|^TEXMFVAR|^TEXMFCONFIG' /etc/texmf/texmf.cnf 
TEXMFHOME = $HOME/texmf
TEXMFVAR = $HOME/.texmf-var
TEXMFCONFIG = $HOME/.texmf-config

as it used to be in Debian since at least etch.
