Why normal? It seems it is not possible to install tetex-base on it's
own. An action which doesn't make any sense, but still should be
possible.

Why does the postinst contain a call to update-updmap at all? In other
words, shouldn't the script skip adding a #DEBHELPER# line when there is
no configuration file (and no additional dh_installtex invocation) at
all?
