Forget /etc/papersize. Forget /etc/papersize. Forget /etc/papersize.
It has NO meaning in the TeX world, and it was a failure that tetex
packages tried to use it in one way or the other.
Best is being explicit:
\usepackage[dvips,a4paper]{geometry}
(this "dvips" works for dvips, pdflatex, xdvi, dvipdfm).
