The duplication would have been possible if dh_installtex tried to
autodetect in which trees files are installed, but added TEXMFSYSVAR
(and, in my original idea, TEXMFSYSCONFIG) to the list: Those would be
double in many cases.  If we don't autodetect, but instead update
TEXMFMAIN and TEXMFSYSVAR unconditionally, and other trees upon
commandline request, there's probably no duplication problem.
