While gathering teTeX and TeX Live docs in one package has some appeal,
it also brings a little problem: package versions may differ between
both distributions, and so may the docs. It's always possible to put
both versions in the package, but someone has to pay attention to the
problem (notice that the docs are different, and not only because the
older one wasn't complete enough, in which case having the newer one
even to document the older version of the package would be a good
thing...)
