No. I would not say that we need to support every possible
configuration. If we wanted to, we would also never be able to split off
some (exotic, advanced, or standalone-usable) formats off from
tetex-base. Or rather we would make the splitting senseless by depending
on the split-off package.
I would say: A comment is a comment. We can add a "needs texinfo".
Would it help to remove cyrtxinf.ini from tetex-base and add it to the
texinfo package?

The format names have changed somewhat, because nearly everything now
uses pdfetex without e's in the format name (e.g. pdfmex-pl instead of
pdfemex-pl). But it seems it's the same there:
# fmtutil --byfmt pdfmex-pl
fmtutil: attempting to create localized format using pool=pdftex-pl and tcx=il2-pl.
running `pdfetex -ini -translate-file=il2-pl -jobname=pdfmex-pl -progname=pdfmex-pl *pdfmex.ini' ...
! pdfetex.pool doesn't match; tangle me again (or fix the path).
Error: `pdfetex -ini -translate-file=il2-pl -jobname=pdfmex-pl -progname=pdfmex-pl *pdfmex.ini' failed
