Bug#247414: tetex-base: /usr/share/texmf left after purge

I knew this, but your bug report was needed to make me think about it. 

This symlink is currently created by our postinst, and not deleted in
prerm. But in fact it has to be there unconditionally. Therefore I would
suggest that we create this symlink in our rules file and install it in
the deb file.

Objections?
