Yes and this behavior is intentional to some extent
(but not precisely as I expected).
This will be refined in the next revision, hopefully ;)
BTW, I'd like to ask you a few question on this issue.
* Did you see any debconf question about what hyphenation
to load? (my guess - no)
* If not, then is the folowing good enough for you?
you certainly (at least once) see debconf question
about what hyphenation to load but the default selection
is empty. (so no ngerman by default but you can select
ngerman only by pressing Enter key)
